You have the important task to bring the Compliance Function to the next level of maturity and to ensure that the constantly evolving Compliance function continues to keep up with regulatory expectations and emerging risks. 

At a glance

Compliance aims to protect the bank, its clients and its employees against compliance risks. This entails the risk of failure to comply with laws, regulations and self-regulatory standards, code of conduct or generally accepted market standards; the risk of financial and reputational damage arising from (financial) crime and misconduct and/or illegal behaviour of clients, the bank and/or her employees. Effective management of compliance risks is an interplay between culture, compliance program pillars and Compliance Function.

As Head Compliance Risk Management you play a key role in the strategic priority to continue to build an effective Compliance Function. Together with the other team heads in Compliance Operations (COO) responsible for Compliance Methodology & Oversight, Compliance Risk Analytics and the Compliance Office, you have the important task to bring the Compliance Function to the next level of maturity and to ensure that the constantly evolving Compliance function continues to keep up with regulatory expectations and emerging risks. 

The Compliance Risk Management team contributes to the effective functioning of the Compliance Programme by independent execution of key control testing and compliance thematic reviews (reviews of compliance risks in end-to-end processes) as per the Compliance Monitoring Plan. Key focus areas for the Head Compliance Risk Management will be ensuring a consistent way of working across the team, aligning the MC&T execution processes to SIRA and reporting processes, and effective dissemination of the insights and risks identified in control testing and compliance thematic reviews. You will manage a team of 17 professionals.
You will closely cooperate with the Risk Theme Owners and Business Compliance Officers (BCO) teams in Compliance as well as with Processes & Control departments in all Client Units and the Detecting Financial Crime department where ownership for 1LoD control monitoring execution lies. Your job

Your work is an essential building block for securing the effectiveness of the Compliance Function. Your primary responsibilities are to support the Chief Compliance Officer, the Compliance Operating Officer and the Compliance MT with the execution of independent Compliance monitoring activities. More specifically this involves:
1. Consistent execution Monitoring Controls & Testing, and IMAT closing
- Develop an uniform and aligned way of working with respect to:
  (1) advice on reference controls, local controls and related control scripts, 
  (2) MC&T execution,
  (3) recording/ reporting MC&T results, and
  (4) related IMAT closing, building on good practices in the team. 
- Develop, maintain and/ or update documented operating procedures in close collaboration with the Compliance Monitoring Methodology & Oversight team.

2. Project Leadership Compliance Thematic Reviews
- Lead execution of Compliance Thematic Reviews assigned to the team.
- Stakeholder management with BCO teams, Risk Theme Owners and 1st LoD
- Implement effective engagement with stakeholders both in Compliance and 1st LoD to discuss MC&T and Compliance Thematic Review results.

3. Contribution to Compliance Monitoring Methodology and Plan
You actively contribute to developing and maintaining the Compliance Monitoring Methodology and the annual Compliance Monitoring plan that are both defined under the leadership of the Compliance Methodology & Oversight team.

4. Contribute to oversight on bankwide control framework with respect to Compliance risks
Contribute to maintaining the quality of the bankwide control framework with respect to Compliance risks.

5. People, Performance and Personal Leadership
Lead and manage the Compliance Risk Management team (17 team members) in line with people, performance and personal leadership skills. Build one team and collaborative working culture. Ensure balanced resource planning for execution of control testing and monitoring and contribution to Compliance Thematic Reviews, applying a risk-based approach as per MC&T methodology.

Working environment

Compliance is a global integrated function and maintains oversight of all countries in which ABN AMRO operates, including all subsidiaries (national and international). The Compliance Function is build up around Compliance Business Compliance Office teams, expertise centres and the Compliance Operating Office (COO).
An effective compliance culture, programme and Compliance Function are essential for ABN AMRO's license to operate. The COO is accountable for the development and overall management of an operationally effective, high-quality Compliance Function and programme, and is the backbone of the function. The COO enforces universal, coherent global standards and processes for all distinguished building blocks of the Compliance Risk Policy and has centralised global oversight on consistent, high quality execution thereof. 

The COO has four teams: Compliance Methodology & Oversight, Compliance Risk Analytics, Compliance Risk Management and Compliance Office. As head of the Compliance Risk Management team, you will manage a team of seventeen staff members. You will report directly to the Compliance Operating Officer and will be part of the Compliance Leadership Team. 
Due to the broad nature of your work and the close cooperation with Compliance's senior management and colleagues across the globe, there is every opportunity to follow a steep learning curve with respect to understanding Compliance roles and responsibilities and operationalising the Compliance Function.

Your profile

As Head Compliance Risk Management you are at the centre of independent compliance monitoring. This requires that you:

  • are experienced in presenting to and being challenged by a broad range of stakeholders, including Compliance management
  • can easily establish new working relationships with a variety of stakeholders; colleagues both in- and outside Compliance easily connect and cooperate with you
  • are a strong conceptual thinker with experience of the implementation process
  • have both a helicopter view and an eye for detail
  • have an independent view with strong countervailing challenge skills whilst being collaborative in your professional interaction.
  • are an initiator and self-starter, and you can work independently and organise your own work. You have a structured way of working to reach targeted results. 
  • have organisational sensitivity and you always act with integrity
  • have in-depth knowledge of Compliance as a function with in particular expertise on Compliance Risk Management / Non-Financial Risk Management / Enterprise Risk Management framework and methodology
  • have extensive, in-depth knowledge on all Compliance integrity risk themes and related regulatory requirements, and you have knowledge of the variety of banking products per client segment, business processes & systems.
  • have a minimum 12 years work experience, including compliance experience within a financial institution
  • have experience in audit management and leading audit programs.
  • have a proven track record in leading and managing a team of professionals.
  • have experience in designing and leading the execution of independent compliance reviews.
  • have an academic work and thinking level; RO/ RA would definitely be a preference.
  • are proficient in English and Dutch, both verbally and in writing.
